Key Responsibilities
a. Spearhead development, implementation and review of policies, procedures, strategies and activities to ensure effective contribution of the Human Resource, records and administration function towards achievement of the plans in the Division; b. Maintaining approved staff establishment and controls; c. Overseeing the administration and processing of the payroll/HR database; d. Coordinating the management of employee relations and staff discipline; e. Managing Human Resource Planning and staff development programs; f. Undertaking periodic reviews of human resource terms and conditions of service; g. Facilitating the review and updating of Human Resources Policy documents; h. Conducting annual surveys on employee satisfaction (ESS), Work Environment Satisfaction (WES) and Training Needs Assessment (TNA); i. Managing staff welfare, reward and employee benefits programs; j. Ensuring compliance with labour laws and regulations; k. Developing, reviewing and implementing Departments work plans, budgets and programmes; l. Manage the day to day administrative and operational functions of the department in compliance with regulatory and statutory requirements; m. Provide leadership in matters relating to industrial relations through well managed staff welfare schemes, a healthy and safe working environment, effective management of disciplinary and grievance issues, and effective communication processes; n. Managing staff performance in the Corporation including coordination of performance appraisal activities; and o. Any other duty or responsibility as may be assigned by the CEO.
Requirement for Appointment
A person shall be qualified for appointment as the Manager, Human Resource Management and Administration if that person meets the following minimum requirements: a. Master’s degree in Human Resource Management or its equivalent qualifications from a recognized institution; b. Bachelor’s degree in Human Resource Management or its equivalent qualifications from a recognized institution; c. At least ten (10) years’ work experience, five (5) of which must have been in a senior management role; d. Be a Certified Human Resource Professional(CHRP) and have a valid practicing Certificate; e. A member of the Institute of Human Resource Management and in good standing; f. A Certificate in Management/Leadership Course lasting not less than four (4) weeks from a recognized institution; g. Proficiency in computer applications; and h. Fulfilled the requirements of chapter six of the Constitution.

Terms of Service
Five (5) Years Contract renewable subject to retirement age and performance.
Compliance with Chapter 6 of the Constitution
The successful candidate shall be required to meet the following compliance requirements: • A Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI) • A Clearance/Compliance Certificate from Higher Education Loans Board (HELB) • A Tax Compliance Certificate from Kenya Revenue Authority (KRA) • A Clearance Certificate from the Ethics & Anti-Corruption Commission (EACC) • A Clearance Certificate from Credit Reference Bureau (CRB)
